The preparatory committee consists of personages of the organizations for the study of the Juche idea in Russia including the Russian Institute of Kimilsungism-Kimjongilism, the All-Russian Society for the Study and Dissemination of Kimilsungism and the Crimean Association for the Study of the Juche Idea.

Dmitri Kostenko, chairman of the Russian Association for the Study of the Juche Idea, was elected chairman of the preparatory committee.

The committee decided to organize colorful political and cultural events such as a seminar on works of Kim Jong Il and meeting on the occasion of the Day of the Shining Star.
