They were separately conveyed to Kim Jong Suk, chairwoman of the Korean Committee for Cultural Relations with Foreign Countries, by Luis Banguera Estupinan, acting mayor of Esmeraldas City, Esmeraldas Province of Ecuador, on a visit to the DPRK.

The certificates say that President Kim Il Sung, anti-Japanese heroine Kim Jong Suk and General Secretary Kim Jong Il are the great paragons from whom the people of all the countries struggling for the sovereignty and independence should learn and the city government has decided to confer the title of honorary citizens upon them.
