Illegal Document "Jongmi Seven-point Treaty" Fabricated by Japanese Imperialists
Pyongyang, July 24 (KCNA) -- Recorded in the history of Japanese imperialists' aggression on Korea is the "Jongmi Seven-point Treaty". The treaty, fabricated by the Japanese imperialists in 1907, was an illegal document to deprive Korea of its right to home administration.

After usurping the diplomatic right of the Korean feudal government by cooking up the aggressive "Ulsa Five-point Treaty" in November 1905, the Japanese imperialists resorted to all sorts of schemes to deprive Korea of its right to home administration for intensifying their political domination over Korea.

Under the pretext of "guarding" the royal palace, they put a ban on the palace to keep Emperor Kojong in custody. In May 1907, they dissolved the existing Cabinet and rigged up a pro-Japanese Cabinet by coercing the emperor.

Later, they sharply dwindled the emperor's power and enlarged the authority of the Cabinet.

Kojong accredited emissaries to the international conference held in Hague to expose the illegality and invalidity of the "Ulsa Five-point Treaty" and the injustice of the Japanese imperialists' colonial rule over Korea.

But, the Japanese imperialists took this emissary case as the best chance to dethrone Kojong and seize Korea's right to home administration.

The then Japanese "resident-general", Hirobumi Ito, coerced pro-Japanese stooges into agreeing to a draft "Jongmi Seven-point Treaty", worked out by Japanese themselves, on the night of July 23 and submitting it to the pro-Japanese Cabinet for its approval on July 24.

The "treaty" consisted of such provisions pointing out that the Japanese "resident-general" would superintend the Feudal Joson Dynasty in its "improvement of administrative policy", important administrative measures like enactment should be approved by the "resident-general", and high-ranking officials could not be appointed or dismissed without permission of the "resident-general".

With this "treaty" the Japanese imperialists provided a "legal ground" to deprive Korea of its right to home administration.
