The troupe is headed by Vo Van Phuong, member of the Communist Party of Vietnam Central Committee (CPVCC) and permanent vice-chairman of the CPVCC's Commission for Education and Information. It consists of famous Vietnamese artistes.

It is accompanied by officials of the Commission for Education and Information and External Affairs Commission of the CPVCC and the Ministry of Culture, Sports and Tourism of the Socialist Republic of Vietnam.
