Victor Manuel Lucas, international secretary of the Central Committee of the Communist Party of the People of Spain, was elected chairman of the preparatory committee.

The preparatory committee decided to organize colorful political and cultural events like a seminar and film show praising the revolutionary career and exploits of Kim Jong Il on the occasion of the Day of the Shining Star.
