Podzorov, first secretary of the Central Committee of the All-Russia Lenin Young Communist League, and V. P. Isakov, first secretary of the Central Committee of the Lenin Young Communist League of the Russian Federation, were elected chairmen of the preparatory committees.

The preparatory committees decided to hold political and cultural events praising Kim Jong Il's revolutionary career and exploits on the occasion of the Day of the Shining Star.
