Alexandr Gromov, first secretary of the Khabarovsk Territorial Committee of the Party, was elected chairman of the preparatory committee.

The committee decided to hold political and cultural events including a seminar, lecture and film show in praise of Kim Jong Il's revolutionary career and exploits on the occasion of the Day of the Shining Star.
