After Korea's liberation from Japan's colonial rule, President Kim Il Sung gave an instruction on founding a periodical helpful to enlightening the working women of the country.

True to his instruction, Kim Jong Suk, an anti-Japanese war hero, had worked heart and soul.

She visited the building of the Democratic Women's Union of Korea in February 1946 to discuss on the foundation of periodical with its officials. She made clear all the issues arising in the preparations for edition and publication of the women union's organ.

In June 1946, she met with officials of the women's union and guided the compilation of women's magazine, saying that the magazine should serve as an ideological weapon to equip all the women with Kim Il Sung's idea and arouse them to the building of a new Korea.
