According to the notice, the congress is to be held in Pyongyang from August 26, Juche 105 (2016).

It will analyze and review successes and experience gained in the work of the youth league in the period under review and discuss the issues arising in further strengthening the youth league as reliable reserves, advancing group and wing of the Workers' Party of Korea (WPK) as required by the main spirit of the Seventh Congress of the WPK.

It stressed that the congress would strikingly demonstrate the steadfast faith and will of five million members of the young vanguard to showcase the might of the youth power of Mt. Paektu and glorify the great era of the Workers' Party as the greatest heyday of the youth movement under the uplifted banner of modeling the whole society on Kimilsungism-Kimjongilism under the leadership of Marshal Kim Jong Un.
