The message expressed belief that the congress would mark an important occasion in the struggle of the party and people to strengthen the party, defend the gains of the revolution and build prosperous socialist Cuba.

Expressing conviction that the traditional friendly and cooperative relations between the two parties and the peoples of the two countries established in the joint struggle for independence against imperialism and for socialism would steadily consolidate and develop in the future, too, the message sincerely wished the congress big success in its work.
