Present there from the DPRK side were O Kum Chol, vice-chief of the Korean People's Army General Staff, and generals and officers of the KPA and from the opposite side members of the delegation of the General Staff of the Armed Forces of the Russian Federation led by First Vice Chief of General Staff Nikolai Bogdanovski, Ambassador Alexander Matsegora and Military Attache Alexei Bartusov of the Russian embassy here.

O Kum Chol and Nikolai Bogdanovski signed the agreement.
