Present there on invitation were Ri Ryong Nam, minister of External Economic Relations, Kung Sok Ung, vice-minister of Foreign Affairs, Sim Kuk Ryong, general director of the General Bureau for Affairs with Diplomatic Corps, Kim Jin Bom, vice-chairman of the Korean Committee for Cultural Relations with Foreign Countries who doubles as chairman of the DPRK-Russia Friendship Association, Hong So Hon, president of Kim Chaek University of Technology who doubles as chairman of the DPRK-Russia Friendship Parliamentary Group, and officials concerned.

Members of the Russian embassy, a Russian government delegation and a delegation of the United Russia Party and Russian guests staying in the DPRK were on hand.
