They included a delegation of the International United Confederation of Koreans led by First Vice-Chairman Kim Chil Song, a delegation of the Confederation of Koreans in Far Eastern and Siberian Regions of Russia led by Chairman Paek Ku Son, a delegation of the Confederation of Koreans in Sakhalin Region of Russia led by Chairman Ri Ku Yul, a delegation of the Confederation of Koreans in Kamchatka Territory of Russia led by Ri Sun Ok and a delegation of the Confederation of Koreans in Kazakhstan led by O Nam Gyu.
