It is self-evident that confidence-based dialogue and improvement of relations between the north and the south would be impossible as long as the south Korean authorities continue large-scale war exercises for invading the north together with outsiders after labeling the fellow countrymen as a "principal enemy."

Dialogue and saber-rattling can never go together.

The south Korean puppet forces are mulling staging large-scale Ulji Freedom Guardian joint military exercises in August in collusion with the U.S. This exercise means an open declaration of a war against the DPRK which would hold the inter-Korean relations on a tight nuclear war leash.

A stop to the joint military drills against the north is an urgent issue to be settled for inter-Korean dialogue and improvement of the relations.

The south Korean puppet forces had better draw a due lesson from the catastrophic consequences entailed by their reckless war moves against the north and come out for making a policy switchover.

The south Korean authorities' stand and attitude toward war drills are a touchstone showing whether they hope for improvement of the inter-Korean relations or not.

Derailed north-south relations would not be beneficial to the puppet authorities, either.
