When the north proposed dialogue, the regime missed the chance while complaining about its level. When the regime proposed the dialogue, it busied itself with diverting elsewhere the climate for it.

The "golden chance" of implementing the principle governing the ties between the south and the north in a "friendly and amicable manner" was regretfully missed due to the irresponsible demeanors and incompetence on the part of the authorities.
