Alexander Paunov, first secretary of the Central Committee of the Bulgarian Communist Party, was elected chairman of the preparatory committee.

The preparatory committee decided to hold diverse political and cultural events to give wide publicity to the exploits President Kim Il Sung and leader Kim Jong Il performed by liberating the country and building and leading the Workers' Party of Korea and the successes being made by the Korean people in their efforts for building a thriving socialist nation and accomplishing the cause of national reunification under the wise leadership of Marshal Kim Jong Un.
