Seen on its upper part are letters reading "In commemoration of the 60th anniversary of the General Association of Korean Residents in Japan" and "Juche 44 (1955)-Juche 104 (2015)".

The sheet carries a photo of President Kim Il Sung meeting with Chairman of the Central Standing Committee Han Tok Su and other senior officials of Chongryon against the background of the DPRK's flag.

It also displays the teachings of Kim Jong Un, supreme leader of the DPRK, that the Chongryon officials and Korean residents in Japan should reliably defend the great Generalissimos Kim Il Sung and Kim Jong Il's idea on the Juche-based overseas compatriots' movement and their undying feats and deal with all affairs of Chongryon as intended and desired by them.

Chongryon is a legitimate overseas citizens' organization of the DPRK founded by Kim Il Sung on May 25, Juche 44 (1955).
