The statement condemned the police authorities' brigandish suppression of Chongryon and Koreans in Japan as an unprecedented act of violating not only the constitution and criminal procedure code of Japan but also international law. It went on:

This serious incident in Japan, styling itself a "law-governed state", is an unpardonable provocation against the DPRK and the grave infringement upon its sovereignty. The Japanese government is wholly responsible for it.

The government should apologize to the DPRK and Chongryon for the incident, sternly punish those responsible and stop at once suppression of Chongryon and Koreans in Japan.

We will, together with broad people protecting justice in Japan and the world, become more vocal denouncing the anachronistic anti-DPRK, anti-Chongryon moves of the reactionary forces to drive the Japan-DPRK relations into the worst phase and foster mistrust and antagonism between the peoples of the two countries.
