The Gunma Prefectural Council for Japan-Korea Friendship and Solidarity said:

Key Resolve and Foal Eagle started by them on Mar. 2 are aimed to invade the north. They involve landing and river-crossing drills and the drills for "occupying Pyongyang" and "making preemptive strike on the attack bases of the north to seize initiative in local war" which are aggressive in their nature.

They are not exercises to "protect" south Korea from north's aggression as claimed by the U.S. and south Korea but war maneuvers for preemptive attack and aggression against the north.

Hoping for peace and independent reunification of the Korean peninsula, we strongly demand the U.S. and south Korea stop military drills at once, create conditions and environment for improving relations and honestly come out for dialogue repeatedly proposed by the DPRK.

The Kanagawa Prefectural Citizen's Society for Promoting the Normalization of Japan-DPRK Relations noted:

Key Resolve and Foal Eagle are unpardonable as they are little different from military provocations.

They should be stopped at once as they involve the drill for making a preemptive attack on the DPRK to "bring down its social system" and dampen the Korean people's desire for national reunification.

The U.S. should come out for dialogue and negotiations, looking back on its monstrous destruction and massacres perpetrated in various parts of the world.
