If dialogue and the improvement of relations are to take place between the north and the south, it is necessary to create a climate for them and one must refrain from doing any thing rattling the nerves of the other side. This is elementary common sense.

Nevertheless, the south Korean puppet group declared it would stage projected Key Resolve and Foal Eagle joint military exercises from March as scheduled, claiming the DPRK's proposal is not helpful to inter-Korean dialogue.

From the outset of the year the puppet war-like forces began operating the staff of south Korea-U.S. combined division whose mission is to "disable nukes and missiles of the north" and "conduct special civilian operation" and introduced an Aegis destroyer and a nuclear-propelling submarine belonging to the U.S. 7th Fleet into provocative saber-rattling.

Such behavior is nothing but an undisguised revelation of their will not to create the atmosphere for dialogue between the north and the south through detente and improve the inter-Korean relations.

It is self-evident that dialogue and improved relations can never be expected from the puppet forces as they are pretending to "provide conditions for resuming dialogue" but getting frantic in their confrontation between social systems such as anti-DPRK leaflet scattering operation behind the scene.

What the south Korean authorities truly want is to realize their sinister aim to achieve "unification of social systems" by escalating confrontation between social systems under the pretext of "dialogue."
