Mincho Minchev, chairman of the Bulgarian Communists' Party, was elected chairman of the preparatory committee.

It decided to give wide publicity to the revolutionary careers and exploits of Kim Il Sung and Kim Jong Il and the successes achieved by the Korean people in building a thriving nation under the guidance of Marshal Kim Jong Un, and organize meaningful events such as meeting and seminar on the occasions of the Day of the Sun and the Day of the Shining Star.
