The DPRK declared more than once that dialogue can never go with war drills and there can be neither dialogue nor contact between the north and the south unless the moves to provoke a war against the DPRK are halted.

The DPRK will never allow the desperate efforts of the group of traitors to do harm to the destiny of the nation and the inter-Korean relations as they are dear to it.
