Rodong Sinmun Urges S. Korean Authorities to Implement October 4 Declaration
Pyongyang, September 26 (KCNA) -- The October 4 declaration, a programme for implementing the June 15 joint declaration, indicates the most correct way for boosting the reconciliation and unity, cooperation and exchange between the north and the south and ushering in a new phase of independent reunification, peace and prosperity under the banner of By Our Nation Itself, says Rodong Sinmun Friday in an article.

It goes on:

A bright prospect was opened up thanks to the adoption of the June 15 joint declaration and the October 4 declaration but the relations between the north and the south faced a stumbling block. This is entirely attributable to the anti-reunification actions of the south Korean puppet conservative group which totally denied the north-south declarations and refused to implement them.

The present conservative ruling forces pay lip service to respect for the north-south agreements, but do not hide their negative stand on implementing the June 15 joint declaration and the October 4 declaration.

A particular mention should be made of the fact that they are getting evermore frantic in their criminal leaflets scattering operations against the DPRK by hurling human scum who betrayed the country into "balloon operations".

Owing to the south Korean authorities' moves to scrap the north-south declarations and their extreme hostile acts against the DPRK, the inter-Korean relations are still in the mire of catastrophe and the confrontation and tension are escalating as the days go by.

If the south Korean authorities are truly concerned for the dialogue and confidence between the north and the south, they should express their will to respect the June 15 joint declaration and the October 4 declaration and implement them.

Whether they implement the north-south declarations or not serves as a touchstone to distinguish whether they stand for improved inter-Korean relations or pursue confrontation
