KCNA Commentary Holds S. Korean Authorities Chiefly Accountable for Stalled North-South Dialogue
Pyongyang, September 23 (KCNA) -- The south Korean authorities are now oft-repeating "dialogue".

Shortly ago, the south Korean chief executive, when interviewed by a foreign media, said she hoped north Korea would respond to the south's proposal for dialogue and high-level contact.

Moreover, she recklessly added to her statement the utterances that "what was important in her view was sincerity and the will for practice rather than 'dialogue for dialogue'".

The minister of "Unification" at a seminar talked rubbish about fresh development of the north-south relations, while urging the north Korean authorities' meditation and wise judgment of its proposal for dialogue.

This will make even a cat laugh as this reveals their real intention.

We can not but ask who has sincerity and who lacks it and who wishes for the fresh development of the north-south relations and who does not.

An organization called "Anti-North balloon group" was recently organized to include human scum and reactionary organizations who carried out vicious anti-DPRK leaflet-scattering operations. The authorities and the military backed them, pushing the north-south relations to a more serious catastrophe. How can this be explained?

At a time when the Asian Games are in their height, south Korea staged such confrontation farce as an "event to mark victorious Inchon landing operation". What would the world people think about it?

Yet, the south Korean authorities repeatedly utter such words as "dialogue" and "improvement of relations" while feigning ignorance of it, as if nothing had happened. This is a height of hypocrisy and shamelessness.

The south Korean authorities are black-hearted criminals who pretend not to know anything about the plot-breeding and provocations made by them and who do not reflect on their crimes even a bit.

When the DPRK strongly denounced the anti-DPRK leaflet-scattering operations and the "event to mark the victorious Inchon landing operation" and demanded the south Korean authorities stop confrontational moves at once, they let the spokesmen for "Unification Ministry" and "Defense Ministry" make such lame excuses as "ungrounded", "freedom of expression, assembly and association can never be suppressed without legal justification" and "annual event".

Another round of anti-DPRK leaflet-scattering operation was staged on September 21 by an organization of "defectors from the north" at the connivance of the authorities and under their patronage.

The south Korean side staged such leaflet-scattering operation seriously slandering the dialogue partner while calling for dialogue. We would like to question doesn't this mean a refusal to hold it.

It is highly illogical for those who do only mischievous things to urge the other side to come out for dialogue.

It is none other than the south Korean authorities who bolted the north-south dialogue.

Our foremost proposal for improving the north-south relations and for creating the atmosphere for north-south dialogue is for the south Korean authorities to get rid of their inveterate confrontational nature and immediately stop the anti-DPRK psychological campaign such as leaflet-scattering operations, in particular.

It is self-evident that dialogue can be possible and its results be guaranteed only when two sides sit face to face, trusting each other.

It is our view that contact just to waste time, a dialogue which ends up making empty talks would be useless.

The south Korean authorities would be well advised to look back on their mistakes detrimental to improving the inter-Korean relations before paying lip-service to "dialogue" and take practical measures to prevent the repetition of similar wrongs.

Then the door to the north-south dialogue will naturally open.
