Present at the signing ceremony from the WPK side were Kang Sok Ju, member of the Political Bureau and secretary of the C.C., the WPK, Ri Tuk Nam, vice-chairman of the Control Commission of the C.C., the WPK, Pak Kun Gwang, vice department director of the C.C., the WPK, and other officials of the C.C., the WPK and from the opposite side members of the delegation of the Mongolian People's Party led by Secretary General Munkhbat Jamiyan.

The agreement was inked by Kang Sok Ju and Munkhbat Jamiyan.
