Korea, liberated from Japan's colonial rule, was under the complicated situation at that time. The U.S. imperialists occupied the south of it and made a "decision" on enforcing separate elections there, bringing the country to a crisis of national division.

In October Juche 36 (1947), Kim Il Sung set forth a policy on convening the joint conference of representatives of political parties and social organizations from the north and the south of Korea. And he convened a meeting on March 9 in 1948 in order to prevent the elections for establishing a reactionary "separate government" in the south and achieve Korea's reunification and complete independence.

At the meeting, he clarified again the stand for establishing a unified democratic people's government and advanced a strategic policy for rallying closer all the patriotic and democratic forces in the struggle for freedom and independence of the country.

Then, the President energetically led the work to ensure the successful joint conference. He saw to it that brisk activities were conducted to inform all the Koreans in the north and the south of the purpose and significance of the joint conference as well as of the U.S. imperialists' policy of national division, in face of the vicious obstruction by the U.S. imperialists and their stooges.

After all, a large number of personages came to Pyongyang for the joint conference, attracted by his broad magnanimity, ardent patriotism and leadership ability.

The joint conference calling for the building of a unified independent and sovereign state by great national unity took place in Pyongyang on April 19-23, 1948. All its participants approved a proposal for standing against a "separate government" in south Korea and establishing an all-Korea unified government.

The conference served as a significant occasion in providing the precious tradition of rallying the patriotic forces of different social strata under the banner of anti-U.S. national salvation.
