Evgeni Belin, political organizer who is member of the National Council of the Bulgarian Socialist Party, was elected chairman of the preparatory committee.

The preparatory committee decided to give much publicity to the immortal exploits of Kim Jong Il through media and organize diverse political and cultural events including meeting, seminar and film show on the occasion of the Day of the Shining Star.
