S. Korean Authorities Slammed for Driving KIZ into Crisis
Pyongyang, April 17 (KCNA) -- The General Bureau for Central Guidance to the Development of the Special Zone of the DPRK issued a memorandum on Tuesday to clarify how the Kaesong Industrial Zone (KIZ) was built and who drove it into a crisis.

According to the memorandum, KIZ was built as a symbol of reconciliation, cooperation and reunification, pursuant to the bold decision made by leader Kim Jong Il out of his deep love for the nation and compatriots, valuing a south Korean businessman's patriotic will for reunification.

Kim Jong Il received Jong Ju Yong, honorary chairman of the Hyundai Group of south Korea, in October 1999 and June 2000 and met his request for allowing him to build a special economic zone for cooperation between the north and the south in an area of the north, the memorandum said, and went on: As a result, 123 south Korean businesses entered KIZ for co-prosperity.

The dear respected Marshal Kim Jong Un paid attention to KIZ despite the acute situation where the moves of anti-reunification forces for confrontation and war reached an extreme phase. He wisely led the work to ensure that operations in KIZ are preserved and reenergized.

The south Korean puppet conservative group, displeased with the building of KIZ from the outset, has run the whole gamut of moves to torpedo operations in the zone.

The "Grand National Party", the predecessor of the "Saenuri Party", obstructed the operations in KIZ as soon as the ground was broken in the zone, claiming that "special economic zone would help north develop nuclear weapons and missiles" and "it might be a drain on resources".

Coming to power, traitor Lee Myung Bak began to trample down the October 4 declaration, thus putting the brake in the wheel of implementing articles on the building of KIZ clarified in the declaration.

Kim Ha Jung, the then minister of Unification, in March 2008 at round-table talks with enterprise representatives in KIZ and on other occasions undisguisedly disclosed his black-hearted intention to derail the operations in KIZ.

Such moves of the Lee group got pronounced with the Cheonan warship sinking case in March 2010 as an occasion. The deliberate moves of the group to scuttle the operations in KIZ brought the plan to develop more than 60 million square meters in the zone in three phases to a standstill. Less than half of the planned project for first-phase area finished and came to a hiatus, to say nothing of the second and third-phase development.

The Lee group, not content with this, turned KIZ into a theatre of smear campaign and confrontation with the north.

The operations in KIZ have been put in a more serious crisis by the present conservative regime which has carried forward the vicious confrontation policy of the Lee regime.

Right after the appearance of the present regime, it totally blocked even the cooperation between north and south non-governmental organizations which had barely been kept afloat, desperately enforcing "sanctions" against the DPRK over its satellite launch for peaceful purposes and nuclear test for self-defence. From February last it strictly controlled the entry of goods into KIZ. It worked hard to turn KIZ into a theatre of confrontation with the north. It seriously hurt the dignity of the DPRK, describing KIZ "a source of money" and "source of food" of the north

Right after Kim Kwan Jin was allowed to stay in the office as puppet minister of Defence, he desperately worked to reduce KIZ to a hotbed of war, escalating with increased frenzy the moves for a war against the north together with the U.S.

Timed to coincide with this, the military gangsters committed such hideous provocation as working out a plan for precision strikes at the monuments to the leaders, symbolic of the dignity of the supreme leadership of the DPRK, in Pyongyang and other cities of the DPRK.

Kim Pyong Gwan, designated as minister of Defense when the cabinet was in the making in south Korea, a spokesman for the Ministry of Defence and other gangsters let loose a spate of invectives daring hurt the dignity of the supreme leadership of the DPRK such as "fall of the north's regime", "its change" and "its collapse."

Even the chief of Chongwadae cried out for "change", openly slandering the DPRK over its social system, economy and people's living. She went the lengths of seriously insulting the DPRK, jabbering that the "north would get nothing through nuclear development and provocation" and "the north can expect nothing unless it dismantles its nuclear weapons".

Needless to say, KIZ can hardly exist amid such unprecedented mayhem of confrontation.

The conservative group is now becoming vociferous about "normalization of operations in KIZ" and "dialogue". It is doing so not because of any concern for the minor south Korean enterprises or any wish to bring about a turn in the phase. But it is nothing but a crafty ploy to evade the blame for the crisis in KIZ and justify the moves for confrontation and war.

The puppet group can never evade its responsibility for the present grave situation in KIZ. If the group keeps vilifying the important step taken by the DPRK in a bid to pass the buck for the crisis to it, the situation will reach a more uncontrollable phase.
