KCNA Commentary Accuses Japan of Discriminating against Koreans
Pyongyang, February 26 (KCNA) -- The Ministry of Education, Culture, Sports, Science and Technology of Japan on Feb. 20 officially decided to exclude the Korean schools only from the tuition-free program for senior high schools.

Earlier, Saitama and Kanagawa prefectures announced their decisions to cancel the payment of grants-in-aid for Korean schools in the prefectures where Korean children attend.

This goes to clearly prove that the Japanese authorities' hostile acts toward the DPRK have reached the extreme phase of inciting national chauvinism across society.

The Japanese reactionaries set even Korean children in Japan as the target of hostile policy toward the DPRK after its successful nuclear test. They are, indeed, brazen and unscrupulous political gangsters without an equal in the world.

The children of Koreans in Japan are the descendants of those who were forcibly taken to Japan for military service and labor conscription. Some Koreans crossed the Korean Strait with the grief of statelessness under the colonial fascist rule by the Japanese imperialists.

The Japanese reactionaries have legal and moral responsibility and duty to fully ensure the activities of the General Association of Korean Residents in Japan and the democratic national rights of Koreans in Japan.

The said hostile acts amount to human rights abuses and violation of sovereignty that can never be justified.

The International Convention on the Elimination of All Forms of Racial Discrimination adopted at the UN in 1965 said that discrimination, exclusion and restriction based on blood and nationality are included in racial discrimination, defining organizations promoting the said crimes and those who are involved in them as international criminals.

Japan, a war criminal state, committed national discrimination acts against Koreans in Japan, its victims, stirring up the bitterest resentment and hostility of the army and the people of the DPRK.

Clear is the aim of the Japanese reactionaries' politically-motivated pressure upon the Koreans in Japan.

They seek to put heavy financial burden on the Korean schools and Koreans in Japan in a bid to obliterate the national education and stamp out Chongryon, legitimate overseas compatriots organization of the DPRK.

Japan's act of national discrimination aimed to deprive Koreans in Japan of their rights and force them into submission is a serious crime pending urgent discussion and punishment on the international arena as contemporary slavery.
