KCNA Commentary Terms U.S. Hostile Policy toward DPRK Reason for Its Access to Nuke
Pyongyang, February 23 (KCNA) -- It was the biggest fault that the U.S. pushed the DPRK to access nukes even though it was an unavoidable outcome the U.S. hostile policy toward the DPRK resulted.

The recent third underground nuclear test carried out by the DPRK was a resolute step for self-defence taken by it to cope with the U.S. hostile acts of wantonly violating its legitimate right to launch satellite for peaceful purposes.

The test conducted when the long nuclear standoff with the U.S. has entered a serious phase meant a proud victory of justice over injustice in the fierce standoff in the fields of politics, diplomacy, military affairs and economy.

By nature, the DPRK felt no need to conduct the nuclear test nor had any plan.

Its goal was to concentrate our efforts on economic construction and the improvement of people's living standard by relying on the nuclear deterrence it already built up for self-defence.

The launch of earth observation satellite Kwangmyongsong 3-2 was aimed to set up correct weather forecast and natural disasters prevention system, solve raw materials and fuel problem and shore up agriculture, mining, metal and all other fields through correct estimation of the country's underground resources.

The satellite launch essential for economic development and improvement of people's living standard was a legitimate right of a sovereign state.

The U.S., however, has denied and insulted only the DPRK's right to satellite launch, fabricated unwarranted "resolution on sanctions" and has viciously employed whole spectrum of hostile acts against the DPRK.

It made hostile forces to show off military muscle and create a war atmosphere and gambled on the DPRK's right to existence.

This was the exact motive of the DPRK's decision to conduct a nuclear test.

The past decades brought home to Koreans the truth that peace does not come of itself and the economic development and the improvement of the people's living standards can be guaranteed only by powerful nuclear deterrence. The DPRK, therefore, had no other choice but to carry out the nuclear test to safeguard its sovereignty.

The U.S. is the chief culprit that compelled the DPRK to access and bolster nuclear deterrence by pursuing the hostile policy.

The misjudgment and mistake made by the U.S. in its DPRK policy and in the execution of the policy were based on its inveterate repugnance for the DPRK and bitterness to it.

The U.S. hostile policy aimed at the socialist system in the DPRK has become all the more undisguised, constantly making the latter to take tougher measures for self-defence.

The DPRK repeatedly expressed its stand that it could not but reexamine in an all-round way the nuclear issue in the light of the U.S. increased anti-DPRK moves and warned that if the U.S. fails to choose a correct policy, the DPRK will "modernize and expand the nuclear deterrence to be unimaginable by the U.S."

The wrong option taken by the U.S. while regarding the DPRK as a thorn in the flesh is the very reason that drove the DPRK to opt for developing, acquiring and possessing nuclear weapons. This is the unanimous comment of the international community.

The DPRK's access to nukes and its measure for bolstering them were all a reaction to the U.S. hostile policy toward it.

The nuclear stand-off between the DPRK and the U.S. will never end in a game.
