They included Kim Ki Nam, Choe Thae Bok, Kim Yang Gon, Kim Yong Il, Kim Phyong Hae, Kwak Pom Gi and Mun Kyong Dok. They encouraged the participants in the meeting who contributed to strengthening the party and achieving the prosperity of the country.

They instructed that the secretaries of the cells would discharge their mission and duty as standard-bearers of the revolution and struggle who would closely link the WPK with masses and thoroughly implement the party's line and policies.
