The DPRK is banned from any launches by the use of ballistic missile technology whether it is a missile for military use or a carrier rocket for civilian use, the article notes, and goes on:

The Space Treaty stipulates that space shall be freely developed and used by all states consistent with international law on an equal footing without discrimination.

The DPRK joined international space treaties including the convention on registering objects launched on outer space in March 2009. It was aimed to promote international trust and strengthen cooperation in the fields of space scientific research and satellite launch for peaceful purposes. It then launched satellites for peaceful purposes by strictly abiding by international law.

The U.S. and its allies adopted the unreasonable "resolution" though they witnessed the DPRK's launch of satellite Kwangmyongsong 3-2 and admitted that it was a satellite.

It is self-evident that there is no justification for the existence of the previous UNSC's "resolutions" which termed the DPRK's launch of satellites long-range missile launches, now that it has been clearly confirmed that the DPRK launched the satellite for peaceful purposes.

The UNSC may adopt hundreds of more "resolutions" citing the previous "resolutions" that were unreasonably passed on. But they will all be censured and rejected by the DPRK.

The DPRK will develop and launch more application satellites and more powerful carrier rockets in the future, too, no matter who says what.
