Lee Myung Bak Group Accused of Working Hard to Preserve NLL
Pyongyang, December 28 (KCNA) -- The Secretariat of the Committee for the Peaceful Reunification of Korea issued the following information bulletin No. 1017 on Friday:

Some days ago the south Korean puppet Ministry of Defense issued the "2012 white paper on defense," a clearer indication of its extreme enmity and confrontation with the DPRK.

In the "white paper" the military group termed "the north regime and army enemies." It claimed that the waters south of the "northern limit line" is under its "jurisdiction", asserting that NLL is "a substantial maritime boundary line" between the south and the north which has been preserved since it was set up on August 30, 1953".

The group of traitors again labeled "the north principal enemy", stunning public at home and abroad. This behavior fully revealed its despicable true colors as maniacs steeped in antagonism against fellow countrymen to the marrow of their bones.

What merits particular attention is that the group openly claimed that "NLL is a substantial maritime boundary line between the south and the north".

It has issued the "white papers on defense" since 1967, but it is the first time that it formally designated NLL as the "substantial maritime boundary line". This clearly indicates what extent the Lee Myung Bak group's hysteria for confrontation has reached.

As already recognized, NLL claimed by the group is a bogus line unilaterally drawn by Clark who was the commander of the "UN Forces" on August 30, 1953 in the West Sea of Korea right after the ceasefire.

The U.S unilaterally drew NLL in the court of other's house without any consultation with the DPRK, a party to the Korean Armistice Agreement. It admits of no argument that this is a brigandish illegal line quite contrary to the AA. Moreover, it is an illegal line which wantonly violates international law and norms including the International Law of Sea which stipulates the right to territorial waters.

Even political, public and academic circles of south Korea assert its illegality, saying that NLL is not a boundary line fixed according to international law but a temporary maritime control line to prevent the puppet army from advancing to the north, and Clark who signed the AA claimed its annulment, asserting that there is no ground to insist it is a maritime boundary line of south Korea as there was neither consultation nor notice between the south and the north as regards its fixing.

Moreover, south Korean scholars said that as five islets in the West Sea are "geometrical points" and "individual islets" outside south Korea's right to the territorial waters according to the International Law of Sea, it is illogical to fix NLL with those five islets as starting points. They also assert that there are neither reasoning power nor validity to define NNL which comes inside the territorial waters of the north as a maritime boundary line, as specified in the AA stipulating that only five islets in the West Sea shall come under the jurisdiction of the "UN Forces" and the International Law of Sea defining 12n mile from coast as territorial waters.

The minister of Defense of south Korea in 1996 confessed at the "National Assembly" that as the south Korean side drew NLL to protect fishing boats, even the north's trespassing on it is not a violation of the AA.

In 1975 U.S. Secretary of State Kissinger in a message to the U.S. embassy in Seoul admitted that NLL was a boundary line unilaterally set by the U.S. forces, a breach of the U.S. law and international law. Those concerned of the "UN Forces" Command and the "UN Forces" side to the Military Armistice Commission also admitted the illegality of the bogus line.

The preceding regimes of south Korea did not turn their faces away from the just proposal of the DPRK on fixing the maritime non-aggression boundary line between the north and the south. In the course of negotiations in this regard there was an in-depth discussion on the issues of converting the West Sea of Korea into peace waters for national reconciliation and common prosperity.

Nevertheless, the Lee group is working hard to stipulate NLL in the "white paper". This cannot be interpreted otherwise than a foolish act of those who are going reckless without knowing where they stand.

History can neither be written off nor can it change no matter how hard one tries to erase or distort it.

The south Korean military had better learn history, to begin with, instead of playing sleight of hand to preserve bogus NLL not recognized by anyone.

For the south Korean military to insist that NLL is a "boundary line" is a very dangerous attempt to ignite a war in the biggest hotspot at any cost. It is an unpardonable provocation against the DPRK and an intolerable challenge to public opinion at home and abroad desirous of peace on the Korean Peninsula and improved inter-Korean relations.

The Lee group on death bed is making desperate efforts to hand the seeds of a war to the next regime at any cost in a bid to retrieve the failed policy of confrontation.

The past five years prove that those pursuing confrontation with fellow countrymen and war moves are bound to face the curse of the nation, denunciation of people's mindset, a disgraceful ruin and miserable end.

The army and people of the DPRK will never pardon the Lee group's moves to escalate the confrontation.

The south Korean military had better lend an ear to the voices of the unbiased public in order to get rid of uneasiness about the source of disaster.
