DPRK Delegate to UN General Assembly on UNSC Reform
Pyongyang, November 22 (KCNA) -- The DPRK delegate to the 67th UN General Assembly made a speech at its plenary meeting when discussing the agenda items "UNSC Report" and "Question of Equitable Representation on and Increase in the Membership of the Security Council and Related Matters" on Nov. 15.

He said that UNSC has continuously been abused by a handful of countries as a means of justifying their unilateral actions for meeting strategic interests in disregard of all the principles of the international relations.

He cited the presidential statement made public by the U.S. and its followers taking issue with the DPRK's satellite launch for peaceful purposes in April as a typical example.

He went on:

We will continue to exercise the independent right to use space which stands above the UNSC resolution, being universally recognized by international law.

Under the state program for space development, we will expand the institutions for space development and go through with launches of working satellites of all kinds essential for the economic development of the country including geostationary satellites.

Referring to the opinion of the DPRK delegation on the reform of the UNSC, he said as follows:

First of all, priority should be given to ensuring impartiality and non-selectivity in the UNSC activities.

A system should be established to make resolutions of the UNSC, which may give serious influence to the international peace and security such as sanctions and use of armed forces, efficient through examination and approval of the General Assembly.

The increase in the membership of the UNSC should be made by fully ensuring the representation of non-aligned and developing countries.

In case of increase in the permanent membership of the UNSC, Japan's bid to be the permanent member of the UNSC should never be allowed as it has not made an apology and reparations for its past crimes and it is aggravating the situation of Northeast Asia pursuant to its ambition for territorial expansion.
