It is the basic spirit of the declarations to improve the north-south relations and achieve peace and national prosperity by the concerted efforts of the Korean nation, says the article, adding:

The declarations are a unique guiding principle to be adhered to in achieving the north-south reconciliation, unity and cooperation and developing the mutual relations as a great programme for reunification common to the nation, which was adopted at the north-south summits and declared solemnly at home and abroad.

The south Korean Lee Myung Bak regime has been hell-bent on the confrontation racket, denying the declarations and opposing their implementation. These reckless acts resulted in the worst phase of the north-south relations threatened with the outbreak of a war anytime in the absence of dialogue and cooperation.

The present catastrophic north-south relations clearly indicate that pursuance of confrontation quite contrary to the declarations would make it hard to deliver the north-south relations from a collapse and put peace and security on the Korean Peninsula at grave peril.

Now is the time for the Koreans to terminate the south Korean authorities' "north policy" that increases the danger of war on the peninsula after pushing them to a collapse.

It is urgent to put an immediate end to the anachronistic confrontation policy in south Korea and pave the way for implementing the declarations.

The DPRK will make positive efforts to improve the north-south relations and achieve the independent and peaceful reunification of the country by uniting close and joining efforts with all the political forces and people of different social standings in south Korea who respect the declarations and work hard for implementing them.
