DFRK Founding Proposal Serves as Great Political Charter for Korean Reunification
Pyongyang, October 9 (KCNA) -- 32 years have passed since President Kim Il Sung put forward the proposal for founding the Democratic Federal Republic of Koryo (DFRK).

The proposal is the most just proposal for the reunification of Korea as it fully reflects the ardent desire of all Koreans for early reunification of the country and the specific conditions of the north and the south.

The proposal for achieving reunification by federal formula on the basis of one nation, one state, two systems and two governments is the most just great charter for national reunification suited to the actual conditions of Korea.

The proposal calls for founding a federal republic through the establishment of a unified national government on the condition that the north and the south recognize and tolerate each other's ideologies and social systems, a government in which the two sides are represented on an equal footing and under which they exercise regional autonomy with equal rights and duties.

This proposal serves as a blueprint indicating all aspects of a unified state and ways for its fulfillment.

It defines the organization of the federal state and principles for building it, the distribution of authority and its duties, character and nomenclature of a unified state, its external position, etc. to meet the common desire and wishes of the north and the south.

It is the most reasonable and just proposal which can be supported and accepted by anyone who loves the nation and hopes for the reunification of the country irrespective of his idea, political view and religious belief and regardless of whether one is in the north or in the south.

The proposal defines the 10-point program to be implemented by a federal state according to the character and mission of a national unified state and interests and wishes of all Koreans.

It is a signpost of hope for the Korean nation that has undergone trials and twists and turns owing to the protracted division.

It is a patriotic charter for reunification provided by President Kim Il Sung with great thought and devotion and a noble legacy for reunification bequeathed by him to the whole nation.

There are temporary difficulties lying in the way of accomplishing the cause of independent reunification of the nation due to the anti-reunification moves of the present south Korean conservative regime but the prospect for national reunification remains bright as long as the proposal for founding the DFRK is deeply enshrined in the hearts of the Koreans as a way of reunification common to the nation and the June 15 joint declaration and the October 4 declaration serve as a clear landmark for its implementation.
