Present there from the DPRK side were members of the delegation of the Foreign Ministry led by Vice-Minister Kung Sok Ung, Ambassador Kim Yong Jae and officials of the DPRK embassy in Moscow and from the Russian side Vice-Minister Igor Morgulov and officials concerned of its Foreign Ministry.

Kung Sok Ung and Igor Morgulov signed the plan.
