Leader Kim Jong Il devoted his all till the last moments of his great life to the prosperity of the country and the victory of the revolutionary cause of Juche with his gifted wisdom, outstanding leadership ability, indomitable will and ardent love for the people. The revolutionary feats performed by him serve as a precious boon and the eternal cornerstone of the WPK and the Korean revolution.

The dear respected Kim Jong Un laid out a historic policy on holding Kim Jong Il in high esteem as general secretary of the WPK forever and carrying to completion the revolutionary cause of Juche, the Songun revolutionary cause, that was started by President Kim Il Sung and led by Kim Jong Il, with a deep insight into the requirements of the party and the revolution. He indicated the orientation and ways for revising the WPK rules based on the policy.

The proposal for the revision of the WPK rules presented to the Fourth Conference of the WPK newly defined that Kim Jong Il is the eternal general secretary of the WPK and eternal leader of the WPK and the Korean people and that the WPK is the party of Kim Il Sung and Kim Jong Il, reflecting the unanimous desire and wish of all the party members and other people. It also supplemented the undying revolutionary feats performed by Kim Il Sung and Kim Jong Il for the party, the revolution, the country and its people.

The proposal defined that the WPK will take Kimilsungism-Kimjongilism as the only guiding idea of the party and hold fast to the policy of modeling the whole society on Kimilsungism and Kimjongilism as the supreme programme of the party and that it will struggle for the victory of the cause of Kim Il Sung and Kim Jong Il, the revolutionary cause of Juche, under the leadership of Kim Jong Un.

It was also defined in the proposed rules that the new post of first secretary of the WPK will be created and he will represent and lead the whole party as its head and will materialize the ideas and line of Kim Il Sung and Kim Jong Il.
