Vice-Minister Kang Chun Nam told KCNA:

"The launch will represent the might of Juche-based industry as well as the nation's science and technology, which the DPRK has developed in difficulties.

A polar-orbiting earth observation satellite, Kwangmyongsong-3, to be launched with President Kim Il Sung's birth anniversary as an occasion, will serve as highest tribute to Kim Il Sung and leader Kim Jong Il."

A department director Ho Chol said:

"I am greatly moved by the local space scientists, who have developed a multi-stage carrier rocket and the application satellite. I will work hard to develop up-to-date electronic products, making contribution to the prosperity of the country."
