In-principle Stand of the DPRK Reiterated
Pyongyang, March 4 (KCNA) -- The DPRK delegate re-clarified its in-principle stand in a speech at the Plenary Session of the Geneva Disarmament Conference on Feb. 28.

The hegemonic policy based on strength and the use of force and nuclear threat and blackmail pursuant to it are openly advocated and carried into practice at the international arena, he said, and went on:

The U.S. and south Korea stage the Key Resolve and Foal Eagle joint military exercises with huge armed forces involved.

As seen by the fact, it is the U.S. and south Korea that wreck peace on the Korean Peninsula, escalate the tension there and destroy the inter-Korean relations.

Nevertheless, south Korea is busying with preparations for holding the "nuclear security summit" in late March.

It is astonishing that discussions of the nuclear security issue are scheduled in south Korea, the nuclear advance base of the U.S. and the largest nuclear powder magazine in the world.

Dialogue and confrontation are incompatible.

Any country truly wanting to see the security on the Korean Peninsula should not lend an ear to sophism of the south Korean authorities but have a good understanding that improved north-south relations as well as peace and security in Northeast Asia are guaranteed by the implementation of the north-south declarations.

Anyone is not entitled to talk this or that about the peaceful use of nuclear energy, the legitimate right of a sovereign state.

The uranium enrichment in the DPRK is peaceful nuclear activities for the production of electricity from A to Z.

Availing itself of this opportunity, the DPRK delegation re-clarifies its stand that it totally rejects UNSC Resolutions 1718 and 1874 and will not be bound to them.

The nuclear issue of the Korean Peninsula was spawned by the U.S. hostile policy toward the DPRK and the U.S. nuclear war threat to it. It is the U.S. that has responsibility and capacity to remove its root cause.

Invariable is the stand of the DPRK on the resumption of the six-party talks without preconditions and the implementation of the September 19 Statement based on the principle of simultaneous action.

The DPRK regards it as the noble duty to defend the peace and security in the Korean Peninsula and the region and promote co-prosperity and will make every possible effort to this end.
