NATO is refusing to submit a written legal guarantee that MD is not targeted against Russia, he noted, adding that radars capable of monitoring the territories of Russia as far as the Ural region and ground nuclear bases there are being deployed close to the Russian border.

The U.S. MD in Europe is precisely aimed at disabling Russia's missile and nuclear potentials, he said.
