Beijing, October 24 (KCNA) -- Chinese State Councilor Liu Yandong called for opening up a new phase in socialist cultural construction by fully implementing the spirit of the 6th Plenary Session of the 17th Central Committee of the Communist Party of China.

During a recent inspection tour of Fujian Province, she said that it is necessary to put cultural construction on a scientific basis with the prosperity and development of culture as a primary task for guaranteeing the rule of the party and prosperity of the state.

Therefore, solid foundations should be laid to turn China into a socialist cultural power, she added.
