Pyongyang, October 7 (KCNA) -- Russia is putting into practice a plan to form the Eurasian Union.

The country clarified its geopolitical position as a Eurasian power in the plan of the federal foreign policy in 2000.

It formed the Eurasia Economic Community and the Eurasian Development Bank in the 2001-2006 period.

Russia's Prime Minister Vladimir Putin declared in July that Eurasian Union will start its work in 2013.

The Russian newspaper Izvestiya on Oct. 4 carried a treatise on the formation of the Eurasian Union.

The treatise authored by Putin said the formation of the Eurasian Union is an ambitious goal seeking a higher level of integration.

It also said a close integration based on a new value and political and economic foundations is a demand of the times.

Putin is of the view that it is necessary to rally former Soviet Union republics around Russia in a bid to overcome the world economic crisis and maintain a sustained growth.
