Pyongyang, October 7 (KCNA) -- A spokesman for the Federation of Koreans in the U.S. issued a statement on Oct. 4 on the occasion of the 4th anniversary of the October 4 declaration.

The statement said the October 4 declaration is a programme for developing the north-south relations and achieving peace and prosperity on the basis of the June 15 joint declaration. The emergence of the south Korean present "government" blocked the implementation of the above-said declarations and brought the inter-Korean relations to the worst catastrophe, it pointed out.

The south Korean authorities have totally denied the October 4 declaration, it said, adding this self-exposes they are lackeys of outside forces.

The statement demanded the south Korean authorities turn out for implementing the declaration, though belatedly.
