S. Korean Authorities Urged to Respect and Implement Joint Declaration

Pyongyang, September 30 (KCNA) -- If the present south Korean authorities truly want detente on the Korean Peninsula and improved inter-Korean relations, they should make a switchover to respect and fully implement the June 15 joint declaration and the October 4 declaration agreed upon between the north and the south at the summit level, away from the confrontation stand against peace and reunification. DPRK Vice Foreign Minister Pak Kil Yon who is heading the DPRK delegation said this in a speech at the 66th UNGA session.

He went on:

It is very unfortunate that the inter-Korean relations which had favorably developed after the publication of the June 15 joint declaration in the Korean Peninsula have been extremely strained and an atmosphere of confrontation and war against fellow countrymen has prevailed since the present south Korean authorities took office.

The bottom line of this situation is such serious issue as the fundamental contradiction and confrontation in the formula for achieving the reunification of the Korean Peninsula.

What formula for reunification Koreans choose under the present situation where differing ideologies and systems exist in the north and the south is an issue related to the destiny decisive of national reunification or national disaster.

In the June 15, 2000, joint declaration the north and the south recognized that the north's proposal for low-level federation and the south's proposal for confederation have commonness and agreed to work for reunification in this direction in the future.

The agreement reached between the north and the south through the June 15 joint declaration was warmly hailed and supported by all the fellow countrymen and the international community including the United Nations.

The present south Korean authorities, however, came out with the "unification" theory presupposing the collapse of the other party, totally negating the June 15 joint declaration in which the north and the south agreed upon the reunification formula. In consequence, the inter-Korean relations have reached a touch-and-go situation, escalating the confrontation and the danger of war day by day.

The reality of the Korean Peninsula goes to prove that the "unification" theory of the south Korean authorities leads to a war whereas the DPRK's proposal for federal formula to peace.

The proposal for reunifying the country by federal formula is the best proposal for peaceful reunification to avert a war as it is a realistic proposal presupposing co-existence. This is a reasonable reunification proposal in line with the interests of the region and its neighboring countries.
