DPRK Calls for Pushing Forward UN Reform

Pyongyang, September 30 (KCNA) -- This year marks the 20th anniversary of the DPRK's entry into the UN. The DPRK has remained loyal to the objective and principle of the UN Charter.

DPRK Vice Foreign Minister Pak Kil Yon who is heading the DPRK delegation said this in a speech at the 66th plenary session of the UN General Assembly on Sept. 28.

Logic based on strength and strong-arm politics negating the principle of equal sovereignty are becoming evermore undisguised in the international relations contrary to the efforts and desire of the UN member nations, he said, and went on:

Interference in the internal affairs of sovereign states and the use of force against them are being perpetrated by a handful of countries to dominate the areas of strategic interests and the UN is being abused to this end.

The present reality in which international law and international order are being violated by high-handed and arbitrary practices of some big powers requires the member nations to reconfirm the principle of defense of peace and equal sovereignty stipulated in the UN Charter and push forward the UN reform including the increase of the authority of the UN General Assembly.

The resolution which calls for dissolving the "UN Forces Command" in south Korea and the resolution on lifting the U.S. blockade against Cuba, both adopted at the UNGA long ago, have not yet been implemented. This is a typical example of underscoring the urgent need to increase the authority of the UN General Assembly.

For increasing the authority of the UNGA it is necessary to establish a system whereby UNSC resolutions on peace and security such as sanctions and use of force come into force only when they are approved by the UNGA.

The process for the reform of human rights organizations should be deepened in the direction of rounding off the system whereby it is possible to ensure genuine freedom and rights of the people of all countries while respecting diverse histories, cultures, ideas and systems in the world.

It is the duty of the international community to accept Palestine as a full member nation of the UN as it is an inviolable legitimate right of the Palestinian people to terminate Israeli occupation and build an independent state.

The DPRK, which recognized the Palestinian State in 1988, supports Palestine's entry into the UN as a full member nation and expresses the conviction that the desire of the Palestinian people would come true.
