DPRK Insists on Six-party Talks without Precondition: Radio

Pyongyang, September 21 (KCNA) -- VOA Tuesday reported an article titled "North Korea Insists on Resumption of Six-party Talks without Precondition".

Vice Foreign Minister of the DPRK Ri Yong Ho said in Beijing on Monday that raising preconditions to dialogue is what hurts other's trust and confidence, calling for reopening of the six-party talks without any preconditions, the radio said, adding:

He recalled that Kim Jong Il, chairman of the DPRK National Defence Commission, stressed the need to resume the six-party talks without preconditions during his Russia and China visit in August.

Ri also said the DPRK proposed the second talks with the U.S. in the wake of the first talks held in New York in July, an indication that north-south dialogue may be followed by DPRK-U.S. dialogue like during the first denuclearization talks. He declared that the DPRK's position is to reopen the six-party talks at an early date.

Noting that the principle of mutual respect and equality is very important in international relations, Ri accused the international community of applying double standards to the nuclear issue of the Korean peninsula.

Though the DPRK disabled its plutonium facilities in line with the September 19 joint statement, other parties to the six-party talks have failed to fully implement their commitments to compensation, he said.

They should make an adequate compensation in the principle of action for action.
