September Appeal Issued by Kim Il Sung

Pyongyang, September 17 (KCNA) -- President Kim Il Sung issued "An Appeal to Compatriots throughout Korea" on September 17, Juche 26 (1937) as regards the outbreak of the Sino-Japanese war.

The appeal was aimed to encourage the units of the Korean People's Revolutionary Army (KPRA) and Korean people to turn out in carrying out the strategic and tactical policy of intensifying the anti-Japanese armed struggle to cope with the rapidly changing situation and developing the overall Korean revolution.

In the appeal, the President laid bare the ulterior intention sought by the Japanese imperialists in architecting the Lugou Bridge incident and launching the invasion of the mainland China and expressed the belief that the imperialists, hell-bent on a war of aggression, would perish in the flames kindled by themselves.

He also called on all the Koreans to harass the enemy's rear through activities of various forms, rallied in the anti-Japanese national united front, defeat the Japanese imperialists with a strong resistance and liberate the homeland.

Small units of the KPRA and political workers dispatched to different parts of Korea were urged to build revolutionary bases in thick forests in the northern area of the country with Mt. Paektu as center. The President underlined the need to mobilize the masses, relying on the bases, and organize the paramilitary corps and shock brigades of workers, getting everything ready for an intensified armed struggle.

The appeal indicated ways of intensifying the anti-Japanese struggle after the outbreak of the Sino-Japanese war and inspired the KPRA soldiers and people with confidence in victory. It also encouraged them to promote the historic cause of the country's liberation.
