Russian Paper on U.S. Development of Shadow Internet System
Moscow, June 21 (KCNA) -- The U.S. administration plans to increase investment in the development of shadow internet system and independent mobile phone network to help the members of human rights organizations and dissidents communicate among themselves free from government control.

The Russian paper Kommersant on June 14 said this in an article entitled "Democracy Spread through Internet".

The Obama administration approved the development program which can be used for overthrowing governments of other countries, the paper said, quoting the New York Times.

The article went on:

Hillary Clinton said the U.S. State Department has no intention to give up the plan of free communication through internet. She also said it offers a historic opportunity to help other countries bring about an affirmative change of the world supported by the U.S.

The U.S. Defense and State Departments oversee this huge program involving munitions technicians, diplomats, software experts and dissidents selected from 12 countries.

The chief of the program said they seek to develop local network infrastructure which is very difficult to control, track and destroy.

The U.S. State Department allotted 2 million dollars for the development of new technology.

What is important in the program is a technology of changing the function of blue tooth in mobile phones.

A massive independent mobile phone network has already undergone test in Afghanistan. The U.S. Defense Department proposed deploying the shadow network in Afghanistan by setting up relay towers inside the U.S. military bases.

This system is applicable to other countries. For example, the U.S. is using the mobile communications network in China to gain information about the DPRK.

According to the New York Times, this is the very way the VOA reporters financed by the U.S. State Department collect information about the DPRK.
