Present at the signing ceremony from the DPRK side were Jon Yong Jin, vice-chairman of the Korean Committee for Cultural Relations with Foreign Countries who is chairman of the DPRK-Vietnam Friendship Association, and officials concerned and from the opposite side the Vietnamese friendly delegation headed by Pham Tat Dong, chairman of the Vietnam-DPRK Friendship Association, and Le Quang Ba, Vietnamese ambassador to the DPRK.
